I Negativland sono nati a Berkeley nel 1979 come trio di agitatori sonori (ma cresceranno fino a sei), manipolando ogni sorta di nastri ed aggiungendoci rumori e stralci di brani altrui, agendo così volutamente ed apertamente contro le leggi del copy right, atteggiamento questo che restaerà una primaria costante politica della band.

Nel 1982 danno vita ad Over The Edge, un seguito programma radiofonico che non è altro che l'esoensione via etere della propria filosofia sonora (visto che nessuno fa sentire la roba che producono, ci pensano da loro stessi).

Le provocazioni continuano e li rendono celebri (meglio: famigerati): "scrivono" una canzone che chiamano  Christianity Is Stupid (su Escape From Noise) sollevando le ire dei moralisti (e la relativa T-shirt aiuterà ad aumentare l'acrimonia verso gruppo e fans); quando un ragazzo stermina la famiglia con un'ascia, mettono in giro la voce che questi fosse stato spinto al gesto all'ascolto dei loro dischi; la stampa naturalmente abbocca e li cricifigge, facendo così il loro gioco; infine fanno uscire un 12" con una megascitta U2 che campeggia in copertina ed un vinile carico di materiale della band di Bono rubacchiato da dischi e perfino da session radiofoniche e trattato alla loro maniera. Gli U2 dapprima denunciano, poi ritirano e seguono anzi l'esempio dei Negativland nella costruzione dello Zoo Tv Tour.

Compaiono in diverse compilation fra cui Potatoes, raccolta di folk songs passate al tritacarne della "follia" e curata dalla Ralph Records al fianco di gente come Mark Mothersbaugh dei Devo, Residents, Snakefinger e Rinaldo & The Loaf.

La lunga presentazione chiarisce bene il perchè la band abbia "campionato" il proprio nome dal titolo di una canzone inserita nel primo disco dei tedeschi Neu (1972) e dagli stessi abbia preso il titolo di un'altra song, See-Land (da New '75), per dare il nome alla propria etichetta.

Il primo omonimo disco della band è stato stampato in 1500 copie con le copertine tutte differenti!

Helter Stupid, del 1989, è una presa in giro della stampa e dei media in generale.
